The Homeowners Association Division protects the associations from known and unknown risks providing personal and detailed attention to current trends, legal issues and state and federal reporting and meeting requirements.
The Property Management Division supports owners of rental properties managing their investments by maximizing property potential. Services offered include tenant screening, home repairs, remodeling, lease collection and enforcement complying with Federal, and State laws regarding Fair Housing and required reporting.
The Real Estate Division provides personal attention to clients Real Estate needs by listening and applying over 50 years of professional sales experience with specialties in listing properties for sale, searching properties, and knowledge of the Tri-State areas.

OUR STORY
A true visionary in the common interest development industry, Melissa Layton formed her first community association management company in 1987, when she saw a need developing as more developments were being built. She started her business with her
first client, the developer of Ironwood County Club, and as she realized the need to offer close personalized association management services, she formed Desert Resort Management. Melissa’s vision was successful, and she grew her first community association management company, Desert Resort Management (Palm Desert, CA). In 2010 her company successfully managed over 170 Associations and after 25 years under her direction she decided to retire.
In 2013, after Melissa had decided to retire, an opportunity presented itself that she could not refuse and she purchased Buck Reynolds Corporation; inclusive of Property Management Services and Nevada Association Management (Bullhead City, AZ). Her boutique management company now benefit from over 40 HOA communities, comprised of over 7,200 satisfied residents. In her true idealistic way, Melissa Layton wanted to once again own a community management company in Palm Desert. Therefore, she formed Premier Community Association Management(PCAM) serving Southern California in 2021.

Kelly Roseman
CCAM-LS, CMCA, AMS – Vice President
Kelly began her career within the industry in 1993 working for a management company within the Coachella Valley. In 1997, she was the Manager at Oasis Country club until 1998 when she went to work for Desert Resort Management as a Portfolio Manager. In 2001, she received her CCAM designation as a portfolio manager. In December 2007, she began working at The Springs as the Large-Scale General Manager. In 2008, she was nominated for a CACM Creative Solutions Award and was nominated again in 2009 for a CACM Physical Management Award.
Kelly obtained her CMCA certification and AMS in 2008. In 2019, she obtained her CCAM-LS certification, and she continues to look for more opportunities to enhance her professional knowledge and education.
In January 2019, Kelly joined the team at Property Management Services in Bullhead Arizona as the Vice President working with over 40 associations. With over 28 years of experience and education she is a well-rounded manager within the community association industry.
Vanessa Robertson
CCAM-LS.AA, AMS, CMCA - Chief Operations Director
Vanessa began her career within the industry in 2002 working for a management company within the Coachella Valley. In 2008 she received her CCAM designation as a portfolio manager and in 2009 she was nominated for a CACM Vision Spirit Award.
Vanessa is a firm believer in continuing education and experience within the industry; she has also obtained her CMCA certification and AMS in December of 2011.
In February 2013, she began working at Sun City Palm Desert Community Association as the HOA Operations Manager. In 2016 she obtained her CCAM-LS.AA certification and she continues to look for more opportunities to enhance her professional knowledge and education.
With over 14 years of experience and education she is a well-rounded manager within the industry. She personally enjoys this industry, along with the experiences involved in communication with homeowners, committee members, board members and other employees. She continually looks for ways to assist her members and Boards to improve their communities while ensuring the values and mission of the organization are upheld.
